Summer projects are top priority
Jon Nelson, of North Fork Engineering told the Encampment Town Council that the project has been mobilized. the contractor began excavation, compaction and backfill with testing to be completed. He said pipe removal is 90% complete and the old structures will be removed. Concrete forms, rebar and road base will be delivered in anticipation of the first footer and the forms in place. Weekly progress meetings will be 2 p.m. each Wednesday at the town hall.
Nelson told the Council that the optional dredging portion bid from American West was $398,000, and noted that there is only $250,000 in the budget for that part of the project. Clerk/treasurer Doreen Harvey clarified that this meant an additional $148,000. Nelson reminded the Council that the dredging has to be done before the aeration for cell #2. In addition to the additional cost, it will ad 30 days to the timeline, moving substantial completion to October 31st. the SLIB loan has to be fully expensed by January 15th, 2024. Encampment Mayor Shannon Fagan told Nelson they couldn’t give an answer at that time. Council needs to review the matter. This will reduce the funding for Phase 2. A special meeting will be held July 20 to discuss this matter further. The clerk was given instruction to contact the town attorney about reallocating the use of the park improvement money from the 2019 Specific Purpose Tax.
Town council approves the DiVide’s request to close the road between McCaffrey Avenue and the alley on July 29th. The will be serving street tacos and pizza. Council approved the use of stage as well.
SCWEMS representative Penny Layman advised Council they have added a new driver to Encampment station, as well as a paramedic that will help cover Saratoga and Hanna.
Ordinance #2023-01-Title 06.08.070-Dogs “Running at Large Prohibitied”/3rd reading was approved.
Department of Public Works Supervisor Bill Acord advised the council that the gazebo in Kay Ellie Park has rotted at the bottom and is dangerous. It will be barricaded to prevent injury.
