Town council discusses Old Town water project

Prior to their rescheduled February 15 meeting, the Hanna Town Council meeting held a special meeting for the presentation of the preliminary design of the Hanna Old Town Water System Rehab Phase 2 Project.

Craig Kopasz of Engineering Associates gave the presentation.

All council members were present as was Mayor Lois Buchanan.

Kopasz went over the funding and costs that are estimated, but acknowledged there were still some approvals from agencies that were needed before firm numbers could be put forth.

Buchanan said Town Treasurer Ann Calvert and Kopasz had put in some long hours working on this project.

“I would like to thank Ann and Craig for the hours upon hours and days upon days of hard work to get this all underway,” Buchanan said.

The meeting was adjourned and the regularly scheduled Town Council meeting started at 6:40 p.m.

The agenda and minutes from the January 11 regular meeting and the January 20 special meeting were approved and then the council listened to board and department reports.

Public Works Director Larry Korkow said the 2015 International Terra Star snow plow had come in. It only has 36,000 miles on it.

Korkow said he has been happy with it so far. He said Howard Contract got the bid for the work slated for Main Street and Park Street. He said they are looking to buy water from the town. 

“They will be looking at taking 45,000 to 50,000 gallons a day,” Korkow said. “That could be about $500 a day and as long as we are making water, it should be no problem.”

He said the water treatment plant was running well.

Marshal Ted Kranenberg said the month was quiet.

“I did 26 house checks to make sure people that have been having trouble moving around, that they were okay,” Kranenberg said. “I received a law enforcement agency certification for policy requirements that should open up some doors when applying for grants.”

Buchanan thanked Kranenberg and Melissa Sikes, Marshal Deprtment clerk, for the organizing of the department.

“I want to thank them for all the work they have done in getting the department back in control,” Buchanan said. “They still have a lot to do but they almost had to start from scratch and have brought order to where it was lacking.”

Recreation and Parks director Vivian Gonzales said one of the boilers had gone out again.

Some damage had been done by the contractor in charge of maintenance while they were working on it.  Gonzales hoped they would take responsibility for repairing it but it had happened yesterday and she didn’t know for sure they would.

She said activities were going well at the recreation center and King Coal Day will tentatively be held on June 24 and 25. Gonzales said life guards will need to be hired for the summer.

The Carbon County Economic Council will be launching a new website. While the Town of Hanna’s website is not linked to it, the website for the Hanna Headlight is.

This is because the designer did not know of the town’s website, which has only been in operation for six months. Additonally, the Town’s website does not show up on a Google search.

The designer was made aware of the town’s website and is making the correction.. It was recommended to look into ways of getting the town’s website higher on Google’s search engine.

Once the board and department reports were approved the financials were gone over by Calvert. The bills were ratified and approved.

Engineering Associates was approved to complete the design work for Hanna Old Town Water System Rehab Phase 2 per Resolution 2015-445 Section 1.

This resolution allows the Town—if it is currently engaged with a responsible resident design firm who is providing satisfactory results—to solicit that specific firm only for a proposal to complete the design work.

Resolution 2022-546 allowing Gonzales to put forth a grant to the Carbon County School District No 2 (CCSD2) Recreation Board for King Coal Day Activities.

The council approved Resolution 2022-547 that allowed Gonzales to submit a grant to the CCSD2 Recreation Board for Hanna Recreation Center for operating funds.

The Hanna Recreation Center asked for an open waiver container for dates March 18 and April 8 for their paint and drink party. The council approved the waiver in Resolution 2022-548.

The council approved Resolution 2022-549 which increased the bulk rate use of the Municipal water works system effective February 16, 2022. The rate for bulk water will increase from $8 a 1000 gallons to $10 a 1000. This will not affect the residents’ water bill. It is meant for the construction companies using the town’s water for different building projects.

The next regularly scheduled meeting will be at 6:30 p.m. on March 8 at the Town Hall
