Kranenberg sworn in November 9
The Hanna Town Council met on November 9 at Hanna Town Hall with Mayor Lois Buchanan present, along with council members William Dys and Sam Sikes. Council members Tracy Fowler and Jayson Norquist were absent.
After the agenda and minutes from the October 12 regular meeting and October 25 special meeting were approved, a new marshal was sworn in.
Ted F. Kranenberg Jr. took the Oath of Office in front of his family and the people in attendance for the meeting.
Public Works Director Larry Korkow said work on the streets was mostly complete.
Hanna Recreation and Public Parks Director Vivian Gonzales said although the recreation center was a little slow during the month of October, the Halloween Haunted House event was very successful.
"We gave out all 150 bags of candy," Gonzales said. "It went really well."
Gonzales will be gone for two weeks in the coming month. She said the kids were using the facilities while waiting for the new sports season to begin.
"I am thinking about starting an after school program," Gonzales said. "I will work on it when I get back."
Carey Lake, the South Central Wyoming Emergency Medical Services (SCWEMS) Representative said a new director had recently been hired.
"He is coming from Colorado and has really good qualifications," Lake said. "Right now he is looking for housing."
Jon Nelson, owner of North Fork Engineering, said in agreement with the special meeting on October 25, the substantial completion of Phase 1 of the water project had been delayed to spring. Nelson had some question about the quantity of base material used for the streets. He put forth his calculations and found the quantity said to be delivered seemed off.
Viper Underground Construction was able to reconcile the quantity to the council's and Nelson's satisfaction.
After board reports were approved, the financials were ratified.
Miller Mechanical's proposal for the replacement of all existing cast iron roof drain piping in the pool area was approved.
The RNB State Bank application for deposit of public funds was approved.
The council approved Viper Underground's application for Pay App 4 on the Old Town water system rehab project. Also approved for Viper Underground Construction was Change Order No. 3 on Old Town water system rehab project.
Greta Clark's fowl permit application was approved.
Nelson put forth a presentation of an alternative project delivery method for construction projects as opposed to the traditional project delivery method.
The traditional method has a project being designed, bid and then built. The alternative method has it being designed and built. The difference is the alternative method is the owner building the project has a team of engineers and contractors bid together as a team. Traditional delivery method has the engineer overseeing the contractor to make sure specifications are being adhered to.
The Design-Build method is not common to Wyoming, but is used in many other states said Nelson. Viper Underground said the company had done this before and it worked well.
After the council listened to the presentation, it approved using the Design-Build project delivery method for Old Town system rehabilitation, Phase 2 versus using the traditional design, bid and build.
By doing this, a new team will be put together for the project. This meant North Fork Engineering needed to be terminated for task order 7008.21006 Old Town water system rehabilitation Phase 2. The council approved the termination task order.
It does not mean that North Fork Engineering will not used in the project. It means there might be another engineering firm, though it depends on what engineering firm and contractor team up.
The next regularly scheduled meeting will be at 6:30 p.m. on December 14 at the Hanna Town Hall.
