Hanna Town Council approves liquor license requests and plans for King Coal Days on July 27
Before the Hanna Town Council regularly scheduled at 6 p.m. on May 14 at the Hanna Town Hall, there was public hearing at 5:50 p.m. for the submission of a community development block grant. Immediately after that hearing, there was a public hearing at 6 p.m. for the renewal of liquor licenses. The scheduled meeting started at 6:05 p.m.
Mayor Lois Buchanan and council members Bob Patton and Linda Schisel were in attendance.
The approval of the agenda, the minutes from the regular town council meeting on April 9 and special meeting minutes on April 17 were done in a quick successive manner.
The High Country Joint Powers Board (HCJPB) said the Hanna landfill was getting better far as trash being in the right areas. There had been problems with it being strewn around.
Buchanan went over the report from public works because director Larry Korkow was absent. She said Brierley and Associates were pulling their data together for Abandoned Mine Land (AML). She said the lagoon was doing well. Water usage is anticipated to rise as the weather gets warmer.
Town engineer Craig Kopasz from Engineering Associates said 71 Construction was in town to finish up their work on the streets. He said the work was winding down on the pipes. Kopasz said he was checking on where water was standing to see if there was a chance of leaks.
Vivian Gonzales, recreation director said on May 10, the Wyoming Food of the Rockies food truck came to the recreation center and served 160 families. All told there were 381 people served.
On May 4 Utah Jazz finished with a pizza and swim party. Gonzales said soccer practice started May 7. Currently there are nine kids signed up. Jared Rogerson will be the band at King Coal Day. A DJ has also been secured. The Medicine Bow fire department are lending their timers for the Mud Drag races.
She said the graduating class on May 25 will be having their after party in the gym. June 1, “Schools out for the Summer” party will have a half price swim day. She said only application had come in for summer help.
Marshall Jeff Neimark said the back up generator purchased last year had worked perfectly when there was a power outage for several hours. Neimark is trying to get the technology through grants for real time surveillance for the town hall, recreation center and water treatment plant. He said the cameras at the town hall did record vandals doing some damage. He said the situation was still being investigated.
The cemetery board will have a ceremony on Memorial Day. Donna Pipher will be the guest speaker. May 18 is a day scheduled for clean up in the cemetery, but it is contingent on the weather. There will be a dinner after the Memorial Day ceremony.
The housing board announced a vacancy.
Buchanan said Ann Calvert, town clerk was working on getting all the delinquent water bills caught up.
The financials were approved.
Ordinance 381 for budget of fiscal year 2020 was approved for its 2nd reading. Ordinance 382, an ordinance amending chapter 2 section 02.05.010, subsection A. titled “Municipal Judge” was approved in its 2nd reading. Ordinance 383 was approved in its 2nd reading. It is an ordinance designating the of general tax to be assessed, levied and collected for fiscal year 2019-2020 on all taxable real and personal property within the town.
The council approved liquor licenses for Nugget Bar Inc (Nugget Bar), Hanna Miner Inc. (Skinny’s Beer Garden) and Francis M and B LLC (Dingy Dan’s).
An agreement between the town and Engineering Associates for professional services was approved. The council approved change order number three for Old Town and Elmo was approved. There will be returning of excess parts.
An advertisement for the water line replacement project for South Jefferson was approved.
The open container permit for King Coal Day Celebration for the Hanna parks and recreation center was approved. Resolution 2019-504 issuing an open container waiver to permit open containers in certain areas with the town for King Coal Day on July 27 was approved.
Resolution 2019-505, a resolution to submit a community development block grant was approved.
The council approved resolution 2019-507. This is a resolution creating Hanna Marshall’s office procedures for body worn camera policy, firearm qualification for policy and special impact munitions policy.
Resolution 2019-508, a resolution authorizing licensee and permitees holding an annual or temporary alcohol license or permit for the town to operate without restriction as to closing hours for May 18, July 27 and Dec. 31 was approved.
The next scheduled Hanna Town Council will be at 6 p.m. on June 11 at the Hanna Town Hall.
