Hanna Town Council hears water project saving water, Marshall shows less-than-lethal additions

The Hanna Town Council met at 6 p.m. on Nov. 13 at the Hanna Town Hall and, with the exception of amending the agenda under new business, the beginning of the meeting was routine. The financials, the minutes from the Oct. 9 meeting and the revised agenda were approved.

Larry Korkow, public works director, said Wyoming Department of Environmental Quality Abandoned Mine Lands (AML) was done drilling and filling holes for the season. Korkow said AML hoped to be back next year to complete the work started this year.

David Sutter, Chief Water Operator, said the water treatment facility was going well. He said that the leaks that had been found had cut consumption from 8.7 million gallons to 4.5 million.

Craig Kopasz, Engineering Associates, told the council the work on the water line project had been completed and the clean up should be done in the next couple of days. He said landscaping might have to be delayed due to weather. He said 71 Construction had done an excellent job. Korkow agreed with Kopasz.

The change order on aspects of the repairs for the water lines was approved by the council.

The Hanna Marshall, Jeff Neimark, showed the council the new “less-than-lethal” shotguns that were now being used by the department. Neimark had been trained in using these weapons earlier this year. He said Hanna Deputy Dan Starr had constructed the guns with the kit. Neimark said the generator purchased through a Homeland Security grant of $14,500 was being delivered the next day and would be set up. The generator was bought to backup the Marshall’s office radio initially, but would eventually back up computers and potentially all operations in the town hall.

Vivian Gonzales, Hanna recreation director, said two pumps needed for the heat of pool areas had been received, installed and working. She said the booster pump in the pool pump room that pushed heated water into the circulation system for the pool started leaking and a kit to repair it had been ordered. She said the pool would be getting warmer soon. The water temp had been in the 70s but was now in the 80s. Six applications have been received for the vacant lifeguard positions.

Gonzales said the haunted house created during Halloween had over 200 people come through it. She said Nov. 23, a Black Friday sale on memberships would give discounts of 15 percent. The sale will end Dec. 1. On Dec. 1 the Christmas Bazaar will be held and a Christmas Parade is scheduled for 6:30 p.m. on the same day. Dec. 22 is set to be an open gym day.

The representative for South Central Wyoming Emergency Medical Services has moved and another representative had to be found.

Sarah Jones, the director of the Hanna Basin Museum, has resigned. Pam Paulson, board member, said that Rocky Mountain Power had been in talks with Carbon County resident Nancy Anderson about possibly moving a gas station on her property in Coyote Canyon to the Hanna Basin Museum for a project honoring the Lincoln Highway. Paulson said the project is just in the beginning design stages.

Ordinance 380 was approved in its second reading. The ordinance amends the annual liquor license fees and adopting the amended Wyoming State liquor laws.

Resolution 2018-494, a resolution amending Ordinance 321 business license procedures with the addition of Section 5.10.025 annual business license fees.

Rawlins National Bank was approved as a depository for the Town of Hanna.

The council approved using the town bus to provide transportation to citizens for the free Thanksgiving dinner on Nov. 22. Gonzales volunteered to be the driver.

John Osling, resident of Hanna, said he was concerned about the speed limit near the school coming into town. The speed limit is currently 45 miles per hour.Mayor Tony Polous, said the town cannot set the limit on the road because it falls under Wyoming Department of Transportation (WYDOT) jurisdiction. The mayor recommended taking the concerns to WYDOT.

The next scheduled town council meeting is at 6 p.m on Dec. 11 at the Hanna Town Hall.
