Hanna council discusses state loans for supply and sewer systems; talk bike rodeo, Memorial Day, park beautification

Ann Calvert, new Hanna town clerk, with help of past town clerk Vivian Gonzales, started the Hanna town council meeting March 21. The council discussed the water project and the applications needed for State Revolving Fund (SRF) and Mineral Royalties Grant (MRG) loans.

Mayor Tony Poulos and council members Tracy Fowler, Bob Patton, Linda Schisel and Pat Gregory were present.

Karl Smith, from Saratoga firm Engineering Associates, went before the council to explain what the costs for the water project would be if the loan applications were successful.

The project replaces approximately 6,333 linear feet of old and undersized distribution lines serving the Town of Elmo with new 6” PVC mains. The existing galvanized steel water mains are experiencing frequent breaks and reduced flows for both domestic supply and firefighting. There are 21 water meters and five fire hydrants also planned for replacement in Elmo. Approximately 2770 linear feet of water mains in Old Town will be replaced with PVC. A portion of existing mains are lead-jointed cast iron along with some AC type ductile iron. The planned replacements are located along Madison Street, Second Street, Third Street, and Taccalone Street. There are six services and four fire hydrants planned for replacement in Hanna.

In conjunction with the project being put forth, water breaks were discussed at the upper ends of Main Street and Third Street, Jade Drive and Fossil Drive. The sinkholes occurring on Fourth Street were addressed and the solution explained by Vivian Gonzales.

Leonard Gonzales, chairman of the Hanna Landfill Board, informed the council he was in discussions with Randy Raymer of the Saratoga Landfill Board to possibly bring trash in to help fill the Hanna landfill to hit cap levels needed to close in 2020.

Jeff Neimark, town marshal, gave an update of the bike rodeo being planned for May 12. A video will go out to the school teaching bike safety before the rodeo. Neimark also said the force purchased two laptops with funds from dispersed Homeland Security.

The Cemetery Board asked t for volunteers for the Memorial Day observation on May 28 at the Hanna Cemetery. Lunch will be provided for volunteers that day.

Vivian Gonzales reported a check from Wyoming Community Gas totaling $3,163 will go to the park beautification project.

The council approved Jack Mackie to join Hanna Housing Board’s one open seat.

The first reading of Ordinance 375, designating the amount of general tax to be assessed, levied and collected for the fiscal year 2017-2018 on all taxable real and personal property within the town was approved.

The town website, The Hanna Headlight, which has been shut down due to hacking, was discussed. The consensus was to have the designer to appear before the council to consider the different options.

The next Hanna town council meeting is scheduled for 6 p.m. April 10, at the town hall.
