The Encampment Town Council proclaimed March 19 as Lady Tiger Day in Encampment with enthusiastic support from the entire council before discussing the fish pond to be built near a ball field where standing water lets mosquitoes breed.
Doreen Harvey, town clerk, reported not taking into consideration specially proposed funds, town sales tax revenue is at 76.92% and expenses are currently at 40.92% of the town budget. Harvey attributed the performance to good decisions by the council and employees. She also listed expenditures that needed to be paid, which the council approved. Harvey is also submitting grants to Wyoming Arts Council and Visitors Council which got approval from the council.
Local resident Mary Martin asked the town council to proclaim March 19 as Lady Tiger Appreciation Day to mark Encampment High School girls’ basketball team on being state champions.
Martin read her proposed statement: “In honor of the wonderful achievement of our youth who have not only represented their team well, but also their community throughout the state; for their hard work and dedication throughout the season culminating in a state championship title the Town of Encampment hereby proclaims Sunday, March 19, 2017 as Lady Tiger Appreciation Day.”
For the party, set to start at 6:30 p.m., Martin asked the town for use of the Grand Encampment Opera House and $130 for cakes. The council approved unanimously.
Craig Kopasz, from Engineering Associates, said he presented the application to DEQ for a permit to construct the Eighth Street water main, including a hydrant and valve for flushing the line as discussed at the prior meeting. The council approved the motion.
Josh Craig from Mother Mountain Anglers thanked the council for their purchase of Innova Disc Golf equipment for the town’s disc golf course. Craig will present the layout for locations throughout town and the design of baskets next month.
An April 22 workshop on kite building was approved to use town land behind the museum.
Discussion then turned to putting a fishing pond in an area by a ball field where standing water allowed mosquitoes to breed. Wyoming Game and Fish have funds for projects like this. State engineers have been contacted about regulations for such a project. The Federal Emergency Management Agency will also be contacted to make sure the pond will be in compliance.
Kopasz and Griffin Neilsen from Engineering Associates laid out the preliminary steps of the design and permitting process. The town council approved phase one of the project.
Clean Water State Revolving Fund #117 annual pay off was approved. An investment account at WYOSTAR State Treasurer’s Investments will be opened for unexpended proceeds from 2009 Specific Purpose Tax.
The purchase of two pagers for the fire department from Ryan Electronics for $846.24 was approved.
An updated sewer maintenance plan was also approved.
The Council further approved Harvey’s recommendations for a vote on the Wyoming Association of Municipalities Joint Powers Insurance Corporation Ballot.
The next meeting of the Encampment Town Council will be 7 p.m. April 13 at Encampment town hall.
