Water and Sewer Board seeks clarification from DEQ on outflow loads
Designs for the Saratoga Outfall Project were reviewed at the Saratoga/Carbon County Impact Joint Powers Board (Water and Sewer Board) on June 10.
The DEQ sent a letter addressing the outfall and whether Saratoga can minimize the load of one outflow. Then, during flood events, the extra effluent would overflow into a secondary outflow.
Heath Overfield, Chief Executive Officer of Engineering Associates, says he would be talking with the Wyoming Department of Environmental Quality (DEQ) on Monday to seek clarification over what the state permitting process is for this particular scenario.
However, Overfield thinks instead of going back and forth from the DEQ constantly reviewing the project and making adjustments, it would be easier to meet with them and receive clarification.
“Instead of sending in a design and having one review it and then sitting down for a meeting, I thought we should just go through it now and get through some of this stuff that’s just been piling up for a couple of years now, figure out exactly where we need to go,” Overfield stated.
Overfield was hopeful the meeting with the DEQ on Monday would allow him the time needed to clarify the best design strategy that will not be too difficult to receive a permit with.
“I should have some good direction out of them next Monday as far as, can we do the split discharge; if we do, what’s that going to look like,” said Overfield.
The next meeting will be at 6 p.m. on July 8 at Saratoga Town Hall.
