Encampment discusses current projects and future business

Town construction, installations and possible future business affairs were discussed at the Encampment Town Council meeting Aug. 8.

Gary Steele of PMPC talked about the Emergency Supply Water Project, reporting that a pre-construction meeting for the project was held July 31. All parties for the project represented, and at that time a visit was also made to the construction site.

Steele also announced that construction on the water project should begin Aug. 12. In a follow-up conversation last Wednesday, Steele said the begun project should be completed in September, while taking into account the delivery of specialized parts.

“Construction has begun, and they have made the tie-in on the Encampment side and are working to make the tie-in on the Riverside side,” he said. “We’re anticipating a three-week construction schedule, but we’re also considering weather delays and time for the receiving of materials.”

Regarding the Grand Encampment Opera House, Department of Public Works Supervisor Jeff Goolsby reported that ventilation fans have been installed at the opera house, but that high humidity in the crawl space of the building’s ventilation system was still a problem.

“It’s still running 70 to 80 percent humidity in the crawl space, and we’re trying to figure out how to control that,” he said

Clerk/Treasurer Doreen Harvey reported she has had two other parties interested in the Encampment retail space for rent that once housed Aunt Martha’s This N’ That. She asked if a deadline for commitment had been set for town resident Gayle Wessel, who expressed interest in the retail space, to present answers to the council on the questions presented and submit her business plan.

The council asked the clerk to draft a letter to Wessel asking for her to present her plan and the additional information requested by Sept. 12. Last Wednesday, Wessel said she would put a business plan together and present at the next council meeting in September, which would be on the 12th of the month.

The contract for the 2013 Carbon County School District (CCSD) #2 Rec Board Grant for $9,730 was also presented for signature. The items funded were utilities for the Grand Encampment Opera House ($4,000); Parks Department wages ($3,000); Music in the Park ($1,000); benches for the Opera House ($730); and vinyl fencing for Kay Ellie Park and $500 toward the Winter Carnival event. Councilmember Cindy Hamilton moved to approve the contract for the Carbon County School District #2 Rec Board Grant, councilmember Steve Reichert seconded and the motion was passed.

Harvey reported having received a complete application and the fee for the “Polka-Nuts” dance to be held Sept. 7 at the Grand Encampment Opera House, in conjunction with the Copper Days Festival. Councilmember Mary Martin moved to approve the application, Hamilton seconded and the motion was passed.

Martin also moved to set a special meeting to discuss personnel for 7 p.m. on Aug. 22, which would be this Thursday. Councilmember Kim Loftice seconded and the motion was passed.
