    The Carbon County Council of Governments (CCCOG) held a rescheduled meeting that had been originally planned for Nov. 18 but was canceled due to a snowstorm.     Old Man winter played Grinch to the Hanna Recreation Center on night of Dec. 16. The heat went out and Carbon County cold caused pipes to burst in the kitchen area and ceiling area near the front desk.
