    A resurfacing project similar to that which motorists have been experiencing on WYO 130, north of Saratoga, has begun on Snowy Range Road. The area of the resurfacing project covers 14.3 miles; however, the actual work area is 16 miles because of posted signs, according to Kory Cramer, resident engineer for the Wyoming Department of Transportation.     Melissa Broughton, who lived with her family on ranches in south central Wyoming and northern Colorado, including Gingerquill Ranch east of Encampment, recently self published a book about alcoholism and the cowboy lifestyle, "Cowboy Dad." Her father, Randy Broughton, died six years ago of alcohol related causes. Events coming this weekend are WhatFest in Riverside and the Mountainman Rendezvous at the Museum grounds. We had 40 people for our evening meal. It was good to see everyone.
