At the Aug. 19 Saratoga town council meeting, council members passed Ordinance 827; granting a non-exclusive franchise to CP&L.     In Saratoga, Encampment and surrounding Platte Valley areas, 1,061 voters participated in the primary elections on Aug. 12. The primary had around a 46 percent voter turnout in Carbon County. Carbon County Clerk Gwynn Bartlett said while she always wishes more people would vote in the primary elections, Carbon County was in line with the state-wide average.
