    Kelly Ralston was appointed as the Riverside representative to the South Central Wyoming Emergency Medical Service (SCWEMS) board. Ralston will replace Gary Stull who was elected to the Encampment town council and can no longer serve on the SCWEMS board as it would violate the SCWEMS bylaws.     At the Nov. 13 Encampment Town Council meeting, the first reading of a revised alcoholic beverages code was approved. The revisions are still in an early draft form, and have not been reviewed by legal counsel, according to Town Clerk Doreen Harvey.     All of the paperwork has been submitted to the state for a $46,977 consensus fund grant to support maintenance and upgrades at Rick Martin Memorial Park.
