    The Encampment Town Council meeting Thursday wound up going to the dogs, with two-thirds of the hour-long meeting being devoted to issues surrounding packs of unattended dogs running amok in the town. Council members and local residents debated how to deal with the problem of the loose dogs after a local resident, Shawn Frink, told the council his girlfriend was bitten on the leg while outside.     Riverside Town Council met on Thursday to iron out some housekeeping issues in the small town, and very quickly worked though the agenda. After sorting out issues with a lawnmower the town purchased that was not shipped with needed parts by the dealer, the town council voted to accept a food bid for the Riverside Party Days from the Bear Trap restaurant, the only supplier who bid.     Riverside Town Council passed its budget on Thursday, discussed impediments to the Chokecherry/Sierra Madre wind farm and committed $500 to the Encampment-Riverside Branch of the Carbon County Library to help offset massive cuts in library funding.     The Encampment Town Council devoted nearly half its 34-minute meeting to the plight of the Encampment Branch Library and agreed to help fund the branch in the face of budget cuts at the county level.     Riverside Town Council met Thursday for its monthly meeting where tree removal in the park dominated discussion. Last month, the council voted to remove trees that posed a hazard from the town park. After consulting with a tree removal contractor, the town decided on removing 28 trees from the park.     The Carbon County Board of County Commissioners (BOCC) met Tuesday in Rawlins for the first BOCC meeting of April to discuss county business. Items on the agenda included the purchase of a new firefighting vehicle, the release of the second environmental impact study for the Chokecherry-Sierra Madre wind farm project, and land reclamation funds in the wake of numerous coal and oil company bankruptcies.     At their regular February meeting, the Encampment town council approved expenditures for several pieces of equipment related to town maintenance. The town is looking to move forward with replacement of some fire hydrants and valves and work on the water main loop along Rankin Ave. The expenditure for some new fire hydrants has already been approved.
