    Wyoming's average personal income saw modest growth in the third quarter of 2017 after two previous quarters of region-leading improvements, according to figures released by the U.S. Bureau of Labor Statistics (BEA) and Economic Analysis Division of the Wyoming Department of Administration and Information (EAD).     Amid the week after Christmas, piles of wrapping in bags, shiny paper and boxes in trash with the tags. Sad little scissors sit broken and bent, from clamshell packaging--they don’t make a dent.     The Saratoga Town Council met for its second meeting of December, and last of 2017, Tuesday at Saratoga Town Hall. The previous town council meeting had essentially been scrubbed due to a lack of attendance by council members during the busy buildup to the holidays.   • Benefit for Betsy

    Betsy Christensen aggressively fought off throat cancer in 2016 and was given a clean bill of health. Now, with the periodic checkups that were required of her, the doctors have found a spot on one of her lungs. She is currently being treated at Ivinson Memorial Hospital in Laramie. The hospital has a house in Laramie available to cancer patients for a minimal fee while they are being treated.     The Encampment Town Council met at 7 p.m. Dec. 14 to approve financials, nominate individuals and businesses for Saratoga Platte Valley Chamber Awards and listen to Jeb Steward, Chair for South Central Wyoming Emergency Medical Services, (SCWEMS). Steward was at the council to discuss the results of the recent assessment of the service. He said there is a gap between knowledge and expectations for the service.     Skating is coming to Hanna. From 3-5 p.m. Dec. 30, the Hanna Recreation Center is hosting a New Years Eve roller rink bash. It is open to all ages and there will be food and music. The Hanna Recreation Center is opening up it's doors to the public, member or not, on Dec. 28 from 6-10 a.m. in the morning and 4-8 p.m. in the afternoon.     Terry Bill Seahorn, 60, passed away peacefully in his sleep at home in Saratoga. Terry had experienced health issues for much of his life and was recently being treated by medical personnel for a deteriorating condition. Terry was born in Rawlins, and spent his entire life in Saratoga. He was the middle of 6 children born to Earl and Lena Seahorn.
