    During the Dec. 17 meeting of the Saratoga Town Council, the council unanimously voted to table a water tap application submitted by Saratoga resident Randy Stevens.     Old Man winter played Grinch to the Hanna Recreation Center on night of Dec. 16. The heat went out and Carbon County cold caused pipes to burst in the kitchen area and ceiling area near the front desk. Staff going to work that morning on Dec.17 discovered flooding throughout those areas. There was no quick fix and the center had to shut down.
