    Springtime in Wyoming can create havoc on towns - and Sunday was no exception. In Encampment and Riverside a snowstorm dumped anywhere from 12 inches to 19 inches of snow and left downed trees and snowy roads throughout the two communities. Just 18 miles north of Encampment, Saratoga only received about two inches of snow, with depths of snow varying between the two ends of the Valley.     As Encampment was digging out from a spring snowstorm, town of Saratoga employees were digging holes in the street to repair a 10 inch water main that had burst on Spring Ave. The broken part of the main, near Third Street and Spring Avenue is located between St. Ann's Church and the Platte Valley Community Center.     Riverside Town Council members were reminded of general elections coming up while at Thursday’s town council meeting. Town Clerk/Treasurer Jan Cook said the filing period for people interested in running for office positions in the general election is May 15-30.     The Upper Platte Valley Solid Waste District (landfill board) chairman Randy Raymer said he had some choice words for the State Lands and Investment Board (SLIB) after they were denied a grant to construct a transfer station for their waste. At the May 7 landfill board meeting, a frustrated Raymer said they were unable to receive the $375,000 grant due to non-compliance with Wyoming Statute 35-11-532.     The Encampment Town Council expressed excitement for the 19th annual Encampment/Riverside Cow Pie Open golf tournament, coming to town June 7. Jim McKinney, who coordinates the Cow Pie Open, asked if the council could help with another monetary donation for the local tourney.
