    On Nov. 14, Matt Grubb, 2 and a half years old, was run over in the driveway of his home after Levi Whitfield lost control of his vehicle on Range View Ave. According to the Saratoga police, Whitfield was not cited for the accident, as poor road conditions were to blame.     Wind was the culprit causing the power outage that affected part of Saratoga and the southern part of the Valley Saturday afternoon. High winds caused the 7.2 KiloVolt (KV) line to break at the Cow Creek distribution line, which only affected a few people, according to Carbon Power and Light’s General Manager Chuck Larsen.     Ordinance 828 passed on its third and final reading Nov. 18, but there is still a rough road ahead for the controversial sewage ordinance. With Mayor John Zeiger and Councilman Mike McWain absent from the meeting, the ordinance passed 2 to 1. The ordinance, which will increase sewer fee fees in order to pay for the lagoon wastewater outfall project, will charge each single-family residential unit a rate of $22.73 a month.     A survey posted on the Carbon County School District No. 2 (CCSD#2) may indicate future changes in policy for the school districts. The survey, which expired Friday, asked community members for their thoughts on drug policies and district-wide calendars. She not only lived to tell the tale, but has lived a wonderful life. Her story was recently published as a chapter in "It's a God Thing, Volume 2: When Miracles Happen to Everyday People."     After their son Matt was run over by a car, walking away with only bumps and bruises, Carly and Lance Grubb had reason to reflect on the accident and life in general.     At the Nov. 13 Encampment Town Council meeting, the first reading of a revised alcoholic beverages code was approved. The revisions are still in an early draft form, and have not been reviewed by legal counsel, according to Town Clerk Doreen Harvey.     The town of Encampment is seeking $75,000 from the State Lands and Investment Board (SLIB) for a $122,750 project to improve certain pieces of its water system.
