    The Encampment Town Council met Thursday at town hall to deal with routine matters and voted to donate funds to keep the town’s library open for an additional hour per week.     Saratoga High School’s cross country team crossed a lot of country this past weekend on the way to the Liberty Bell Invite in Littleton, Colo. The team fielded 11 runners in the varsity boys’ competition, and two runners in the varsity girls’ field. Varsity boys saw two athletes finish in the top 20, with Reid Schroeder turning in a tenth place finish with a time of 17:24, while Ben Fairbanks came in 15th place with a time of 17:54.
