    The town of Saratoga isn’t waiting for the arrest of vandals who defaced hot pool property earlier this month to take action in preventing it from happening again. Aug. 20, the Saratoga Town Council passed a motion to allow the Saratoga Police Department to purchase four surveillance cameras and a Digital Video Recorder in the amount of $4,140.40.     In a special meeting Thursday, the Encampment Town Council hired Grayling Wachsmuth as the new Chief of Police in Encampment. Wachsmuth will begin his new job in Encampment Sept. 1. Wachsmuth, who has worked in the police department for the town of Saratoga since 2004, said he is excited to start with the town of Encampment. “It is going to be a good and positive change,” Wachsmuth said.     Lorraine Dorothy Kelley, of Encampment, passed away on Aug. 23, 2013 at Ivinson Memorial Hospital in Laramie. The world lost a beautiful sprit in Lorraine, after a long-fought battle with breast cancer. She was surrounded by her family when she was called home to her Heavenly Father. Lorraine was born in December, 1937, in Denver to Joseph Isaac and Maria Elsie Abeyta.     Temporary road closures for hazard tree removal are, or will soon be, going into effect on Forest Roads 500, 496 and 100 in the Brush Creek-Hayden (BCH) Ranger District of the Medicine Bow National Forest. Forest visitors planning to use these roads should note that work will occur through the remainder of this summer and into the fall.     Editor: I have a serious complaint about your newspaper and cartoonist. He did a terrible job last week regarding “Vandalism at the Hot Springs”. First, he shows the vandal with one-quarter of his brain missing, and second, he spelled “black marker” correctly. He should have eliminated the top half of his head and, of course, misspelled “black marker” with something like “blk mrkr”.     A chemical spill in the Saratoga sewer lagoons of unknown type and origin caused a strong odor many visitors and residents may have encountered in May and June. “It got hit with some kind of chemical,” said Public Works Director Chuck Bartlett. “We don’t know whether it came from the system or someone dumped it, but it got hit and killed all the bacteria in cell one.” Bartlett said the chemical got into the system between May and June, causing the strong odor.
