    The franchise agreement between the town of Saratoga and Carbon Power and Light (CP&L) is a done deal. At the Aug. 19 Saratoga town council meeting, council members passed Ordinance 827; granting a non-exclusive franchise to CP&L. The third reading passed with some slight revisions from the previous draft, Saratoga Town Clerk Suzie Cox said.     Word has been received of the death of Billy Bachman on Aug. 16, 2014 in Frankston, Texas. He was born Nov. 20, 1923 in Fort Collins, Colo. Bachman was a brand inspector in the Saratoga and Encampment area in the late 60s and early 70s. After leaving the Valley in 1974, the family moved to Socorro, N.M. He was a national cattle inspector with Oppenheimer Industry in Colorado, New Mexico, Nevada, Arizona, California and the Big Bend area of Texas.     The Saratoga planning commission did not have enough board members for a quorum at their Aug. 12 meeting. Greg Cooksey, Steve Wilcoxson and new board member Tom Knickerbocker were the only attendees at the meeting. Chris Shannon, Rory Grubb and Karl Smith were not present.     In Saratoga, Encampment and surrounding Platte Valley areas, 1,061 voters participated in the primary elections on Aug. 12. The primary had around a 46 percent voter turnout in Carbon County. Carbon County Clerk Gwynn Bartlett said while she always wishes more people would vote in the primary elections, Carbon County was in line with the state-wide average.     Editor: The sad tale about mail continues at the Encampment Post Office. Despite all the training and platitudes, getting the mail delivered is still an issue with the Postmaster. Somehow he does not connect people with their address in the Post Office. Recently I received a return of a first class letter to my box.
