    The U.S. Forest Service officials have been able to clarify the remaining timeline in the National Environmental Policy Act (NEPA) process; and they have decided to extend the original process around a full year. The alternatives will be released in July. The remainder of 2015 and the early part of 2016 will be used to consider options and write a draft Environmental Assessment.     At the Riverside Town Council meeting Thursday, the town decided to not allow camping at Rick Martin Memorial Park. The action was mainly driven by the impending WhatFest that will be in Riverside in July.     Jesus (Jesse) Vargas passed away on June 8, 2015 at his home in Saratoga. He had battled Polycystic Kidney Disease and related complications for the past several years. Jesse was born on Jan. 2, 1936 in Puebla, Puebla Mexico. He married Nancy (Anderson) Vargas on June 11, 1977 in Longmont, Colo., They made Saratoga their home for the past 38 years. He worked for Edward Hines and Louisiana Pacific for 28 years. Jesse became a citizen of the United States in 1993.     Saratoga Mayor Ed Glode asked the Saratoga Planning Commission what they would like to see in a planner. The consensus was to have a planner that works closely with the Planning Commission and follows through on the wishes of the Planning Commission.     Designs for the Saratoga Outfall Project were reviewed at the Saratoga/Carbon County Impact Joint Powers Board (Water and Sewer Board) on June 10. The DEQ sent a letter addressing the outfall and whether Saratoga can minimize the load of one outflow. Then, during flood events, the extra effluent would overflow into a secondary outflow.     This coming weekend the 55th Annual Woodchopper’s Jamboree will take place in Encampment, Wyo.
