    An across-the-board price increase of 10 percent for landfill services is coming due to a vote by the Upper Platte River Solid Waste District (Landfill Board) on Wednesday. The vote to increase fees came in the midst of the Landfill Board’s third reading and eventual passing of a new budget, one that will include the construction of a new waste transfer station and the closing of the existing landfill.     Vivien Lee Campbell from Encampment, Wyo. passed away on Tuesday, May 31, 2016 from complications of pneumonia. Vivien was born on July 10, 1941 in Illinois to parents Roy and Emmalee (Brown) Kerr. Vivien married Ken Campbell on July 24, 1982 in Idaho Springs, Colo. After retiring in 2000, Ken and Vivien moved to the Encampment area. Vivien loved the mountains, snowmobiling and 4-wheeling.     Jack T. "Bud" Knoell of Saratoga, Wyo. died June 1, 2016 in Rawlins, Wyo. He was 81. Bud was born in Fremont Nebraska on November 15, 1934.     Battle Pass Scenic Byway Alliance will host Michael Martin Murphey from 4:30-6:30 p.m., June 12 at the Platte Valley Community Center. Murphey will also do a Saturday night show on the second Saturday in June during future years, a press release said.     A little after midnight on June 6, Hog Park Reservoir reached capacity and a spillway began directing water that would normally flow into the reservoir back into Hog Creek. Hog Creek is a tributary of the Encampment River, and a press release from the Cheyenne Board of Public Utilities (CBOPU) says that residents and visitors to the Encampment River area can expect higher than normal flows now that the reservoir is effectively closed to more water.     Graduating Encampment High School (EHS) seniors Gale Jackson and Cassidy Little have been selected to receive Daniels Fund Scholarships this year.
