    Last month, wildfires raged across the desiccated, wind-swept prairies of grass in Kansas, Oklahoma and Texas, destroying the livelihoods of farmers and ranchers across a great swath of the Great Plains.     The Saratoga Planning Commission’s Tuesday meeting, mostly dealing with routine matters, was punctuated by the commission rescinding a building permit for a new structure being constructed in Saratoga.     During the Riverside Town Council meeting Thursday, Riverside council member Liz Swynarczuk resigned from the position of Park Director and turned those duties and projects over to council member Cheesbrough. Cheesborough will find herself working closely with Encampment residents Josh Craig and Shannon Fagan on the Frisbee disc golf tournament slated for June 23-24.     A Frisbee disc golf tournament and the purchase of four musical instruments for a downtown park got approval from the Encampment Town Council at their meeting April 13. The Town recently had purchased an outdoor musical instrument from Freenotes Harmony Park of Durango, Colorado for the park near town hall.     I was 5 or 6 when I saw Bambi for the first time and cried little boy tears at the injustice of his mother’s death. The days are long gone of me crying about a deer’s death, although Bambi was living in the forest and not destroying gardens in towns.     The Saratoga Water and Sewer Joint Powers Board met Wednesday at Saratoga Town Hall. Besides routine business, the board briefly discussed issues of zoning and building permits in the town. Randy Raymer, owner of R.G. Raymer Construction appeared before the board to inform members that a construction project in town was stopped the night before by the Planning Commission after he told them the building was being built without water or sewer connections as required.     Beginning on or about Monday, April 24, road crews will begin a guardrail project on a bridge on WYO 130 west of Ryan Park, causing delays for drivers. The bridge is located at reference marker 57.79, approximately 10 miles east of the WYO 130/230 junction and four miles west of the Ryan Park Road turnoff. Workers will be replacing a guardrail and a rail along the bridge. S&L Industrial is the contractor for the project.     Vivian Gonzales, former town clerk for Hanna is now the acting Hanna Recreation and Park Director. The Hanna Recreation Center was in flux for several months when Jerry Leturgey resigned as director. Several candidates were considered over the months, but none were the right fit for the job. The olympic size pool was closed during this time, because no one at the center had a pool operator certificate and lifeguard credentials.
