    The Carbon County Sheriff’s Office Victim/Witness Program is reminding county residents of the program’s services to victims of crime during National Crime Victims’ Rights Week.     Shannon Fisher sits at a table at the Platte Valley Community Center focused on the lathe in front of him. Next to him is a card table with a crowd playing poker. All around are dozens of people coming and going, most with pool cue cases slung over their shoulders. On the lathe in front of him is part of a pool cue to which Fisher is affixing a tip.     The Hanna, Elk Mountain, Medicine Bow (HEM) High School Miners track team went to Rock Springs on Saturday, to compete for the first time this season. Big Piney Invitational the previous week and Rawlins Invitational Friday, were both canceled due to inclement weather. "We had a fantastic first meet," said HEM track coach Jackie Jones.     The unpredictable spring weather in Wyoming conspired to deny Encampment High School’s track team the opportunity to shine over the weekend, as both meets the team planned on attending were nixed due to weather. The March 31 meet in Rawlins, the Rawlins Invite, was canceled due to weather. The April Fool’s Day meet scheduled to be held in Wheatland, the Wheatland Invite, was postponed until May 2 because of weather.     But for a last-minute decision to head West to Rock Springs, Saratoga High School’s tracksters might have taken the weekend off after scheduled meets were canceled due to weather. At the Rock Springs meet, several Panthers earned rights to compete at state despite the travails involved in traveling that distance.     The Junior Jazz youth basketball program hosted by the Hanna Recreation Center had 170 children sign up for the program. The center has been hosting this program for almost 40 years in Carbon County. Saratoga is fielding nine teams, Encampment sixteams and Hanna four teams. Participants range from kindergarten age to fifth grade.
