Mayor Ed Glode and councilman Will Faust were not present at the meeting, leaving councilman Richard Raymer holding the gavel.     Nellie Elizabeth Wood of Saratoga passed away during the evening of Feb. 17, 2017 at the Beehive Homes Senior Living facility in Herriman, Utah. She was 91 years old. Several family members were by her side at the time. Nellie was born in Hanna Nov. 17, 1925 to Frank and Mae Bell Munz. She grew up on the Pass Creek Ranch where her parents owned and ran a dairy farm.     The Encampment town council proclaimed March 19 as Lady Tiger Day in Encampment with enthusiastic support from the entire council before discussing the fish pond to be built near a ball field where standing water lets mosquitoes breed. Doreen Harvey, town clerk, reported not taking into consideration specially proposed funds, town sales tax revenue is at 76.92% and expenses are currently at 40.92% of the town budget.     The Riverside town council met Wednesday and the first order of business was to approve the retail liquor license for Parker Investment, LLC, to open the Mangy Moose before going onto other items on the agenda. Mayor Leroy Stephenson was not present at the meeting. Matt Parker and his wife, Tracy, were in attendance to hear the ruling. The council approved the application in less than two minutes.     The Grand Encampment Museum (GEM) hosted speaker Nicole Jean Hill, Professor of Art from Humboldt State University in California March 9. The presentation highlighted photography from the Lora Webb Nichols Collection. There were over forty people in attendance at the Grand Encampment Opera House.     The airport board met on Wednesday, March 8 at 1 p.m. at the town hall. The airport board went over getting the airport safe from deer, the procedure for putting on an attached building to a hangar and received more suggestions concerning the lease and FAA minimum standards for fixed space operations.     The Saratoga Water and Sewer Joint Powers Board (sewer board) met Wednesday for a longer than usual time to discuss potential improvements to the town’s sewage lagoon. The improvements would be funded by monies provided by the state for the now-abandoned sewer outfall project. That project, which had previously been required to lower ammonia levels in Hot Slough Creek, was abandoned after data provided by the town showed ammonia levels in the creek were within range and had been for several years.     Carbon County School District 2 graduating seniors can now apply for the annual $500 Youth Citizenship Award offered by the Valley Service Organization (VSO). VSO Vice President Carol Beach, chairman for the project, said application forms are now available from the counselor’s office at each of the District’s high schools.     The Wyoming Open, Saratoga's annual pool tournament that draws players from around the country and even the world, just keeps getting bigger and bigger. This year's event, to be held March 31-April 2, had already been slated to have 208 players, 16 more than last year's total of 192.
