    Kira Harden is heading for the Rose Bowl in Pasadena, Calif. Harden is the daughter of Chad and Karen Harden of Casper, and the granddaughter of Allen and Barbara Youngberg of Saratoga.     The Wyoming Game and Fish Department is seeking formal bids for a contractor to perform maintenance at public access areas (PAAs) along the North Platte River in the Platte Valley. To help it keep that reputation, the Laramie Region Fisheries Management crew sampled fish populations at the reservoir in early September.
