While the fencing ordinance No. 2015-831 passed the second reading, the home occupation ordinance No. 2015-832 had no motion on it.     Jesse Mendoza, of Boy Scout Troop No. 152 in Rawlins, recruited the Bureau of Land Management (BLM) for his Eagle Scout project. Mendoza's project involved the help of BLM wildlife biologist Mary Read in order to install reflectors for sage grouse. The importance of the project, Mendoza explained to the group of 12-14 people that joined him, was to keep the sage grouse from flying into fences on ranch land, which can kill them.     The ordinance draft regarding new tap fees was brought to the Saratoga/Carbon County Impact Joint Powers (Water and Sewer) board for discussion on Oct. 14. The artificial nest for a golden eagle, a wooden box roughly four foot by four foot, took him about two weeks to build.     Popular books may be bought at the Saratoga Elementary School (SES) Scholastic Book Fair, and the profits will be returned to the SES library for projects and books, according to Addie Fletcher, library aide.     Two new ordinances were read at the Saratoga Town Council meeting on Oct. 6. The ordinances, a fencing ordinance and a home occupation ordinance, are subject to three readings each.
