    American Legion Angus England Post 54 is facing the same difficulties other units like them are. Young members are not signing up. In fact, the membership is so low at the American Legion that they cannot fill of the offices.     The room was brimming with cowboy hats. Cowboys and ranchers from across the state filled the room at the Fort Reno building at the Wyoming State Fairgrounds in Douglas Sunday afternoon.     The Encampment Lady Tigers qualified for the state tournament Saturday morning with a win against the Dubois Lady Rams. The win came after a crushing loss against Cokeville Friday night. Saturday, the Lady Tigers (4-1, 18-2) lost their first conference game this season in four sets against the Little Snake River Lady Rattlers (3-1, 16-3) in Baggs.     The Lady Panthers pulled through Monday night with a win against Niobrara County and earned a position in regional tournament. The win came after a tough conference loss against Pine Bluffs on Saturday.     Doug Campbell was the center of attention Saturday at the University of Wyoming football game between the first and second quarters when he received the prestigious White Hat award from the Cowboy Joe Club.     Sam Streeter started running when he was a sophomore in college. He used it as a daily break from studying while attending Dartmouth. Now, at 24 years old, he has completed his first 50k ultra marathon, the Vermont 50. "I can't help but get excited to run another ultra, perhaps the Vermont 50 or one closer to home in the Rocky Mountains," Streeter said.     The Party on the Platte may have raised enough money this year to replace the gym floor, according to Joe Glode, chairman of the Platte Valley Community Center (PVCC) Joint Powers Board.
