    Long distance runner Katie Loose lead the girls team with a first place finish in the junior varsity 3200-meter run Friday at the Okie Blanchard Invitational in Cheyenne. Her time was 14 minutes 34.39 seconds. Alex Ziegler placed first in the 200-meter dash with a time of 24:37 which was .49 faster than his time at the March 21 meet in Casper.     A familiar face was on the mats during the USA Wrestling Tournament in Rawlins March 14. Thomas Ingraham has been wrestling since he was in the third grade and finished fifth at state for his high school wrestling team. But that Saturday, Thomas wasn't wrestling; he was refereeing. His youthfulness was obvious on the mats, since most of the referees that day were in their 30s or 40s. At 16 years old, Thomas is the only youth referee from Saratoga.     Ellie Schwerdt had 10 inches of hair cut March 24 to donate it to Wigs for Kids in memory of Kirsten Campbell. Ellie is only 4 years old.     As the sun rises over the Cow Creek, Jim Miller has already checked on the calves, made a few phone calls and is putting hay in the feeder for the heifers. Jim and his wife Shirley run a 300-head cow/calf operation. The steer calves are shipped to Kansas in the fall where they are eventually marketed to Japan.     On March 17, Barb Beck with Beck Consulting, presented the draft of the Multi-Hazard Mitigation Plan of Carbon County (MHMP) to the Carbon County Council of Governments (COG).
