    8:30 p.m. Aug. 17 A police chase that began in Nebraska ended in a foot pursuit on I-80 at Walcott Junction Wednesday. Troy Douglas, 23, Of Nashville, Tenn., was arrested after leading police on a chase, disabling his car and pointing a gun at an officer before attempting to flee on foot.     Spur Outfitters will be holding firearms training classes for members of the public August 13-21 at the Silver Spur Ranch south of Saratoga.     A modest crowd showed up Saturday at the Whistle Pig Saloon on Saratoga’s South Side for a fundraiser to benefit the Saratoga Volunteer Fire Department. The event was hosted by the Whistle Pig, and culminated in an auction of items donated by local businesses and individuals. There was also a 50/50 raffle with half going to the fire department and the other half going to the winning ticket purchaser.     The Encampment Town Council meeting Thursday wound up going to the dogs, with two-thirds of the hour-long meeting being devoted to issues surrounding packs of unattended dogs running amok in the town. Council members and local residents debated how to deal with the problem of the loose dogs after a local resident, Shawn Frink, told the council his girlfriend was bitten on the leg while outside.     Riverside Town Council met on Thursday to iron out some housekeeping issues in the small town, and very quickly worked though the agenda. After sorting out issues with a lawnmower the town purchased that was not shipped with needed parts by the dealer, the town council voted to accept a food bid for the Riverside Party Days from the Bear Trap restaurant, the only supplier who bid.     At its monthly meeting Wednesday, the board of directors of the Upper Platte River Solid Waste Disposal Districts (Landfill board), selected a contractor for the construction of the new solid waste transfer station. The board selected Savery Creek Enterprises to construct the transfer station.     The US Bureau of Labor Statistics (BLS) released its latest unemployment figures Friday that showed an increase in payrolls that offset a disappointing performance in May, but the impact on Wyoming is unclear. Nationwide, nonfarm payroll increased by 287,000 in June, a far better performance than May’s anemic job creation numbers of 16,000.     A proposed coal liquefaction plant south of Medicine Bow is no more, according to an email sent to the Wyoming Industrial Siting Council (ISC) by the project’s proponent, Houston-based DKRW, Inc.
