    The makeup of the Encampment town council has changed with the loss of 16-year council member Mary Martin. Martin made a run for the mayorship and lost to incumbent Greg Salisbury, leaving her council seat to be filled by Gary Stull. Cindy Hamilton was re-elected to the council on Nov. 4.     Panthers cross country runners Kelsie Samson and Jeremy Detterer garnered all-state honors at the state meet in Sheridan on Oct. 25. Both Samson and Detterer took some time to talk to the Saratoga Sun about their all-state experience. Samson said making all-state was "really good, I enjoyed that, especially in my senior year."     The Lady Panther volleyball team brought their A game to the pigtail match against Lusk last Monday and showed what they are capable of. Even with a slow start, Saratoga took the Lady Tigers in four sets 10-25, 27-25, 25-16 and 25-22. Coach Shayley Love said the girls brought lots of energy and played a solid match.     According to Biff Burton, Saratoga Game Warden, on Oct. 4 a hunter from Texas was threatened by a mountain lion in the Holroyd Park area, and ended up killing the predator. Burton said the man was hunting deer when he encountered a mountain lion. The cat approached the hunter with its ears back, bearing its teeth and growling.
