    Kelly Ralston was appointed as the Riverside representative to the South Central Wyoming Emergency Medical Service (SCWEMS) board. Ralston will replace Gary Stull who was elected to the Encampment town council and can no longer serve on the SCWEMS board as it would violate the SCWEMS bylaws.     Only two members of the general public attended an open meeting for the revision of the Carbon County Hazard Mitigation Plan. The meeting was hosted by Emergency Management Coordinator John Zieger and consultant Barb Beck. Town Engineer Chuck Bartlett and Town Clerk Suzie Cox were also on hand for the meeting.   • Saratoga Lake gets Christmas Stocking

    The Wyoming Game and Fish Department stocked 1,300 2-year old brood cull rainbow trout into Saratoga Lake last Wednesday. This effort is part of their yearly stocking of the lake, and is timed to support the 32nd Annual Saratoga Ice Fishing Derby to be held Jan. 17 and 18.     Everyone around Saratoga calls her "Nana" and she celebrated her 95th birthday on Nov. 11. Elvira (pronounced Elveera) Cerise has a thick Italian accent, but was born in Florence, Colo., not Florence, Italy. "When I call people up I don't have to say this is Elvira."     At 5 p.m. on Tuesday, Dec. 16 there will be a public meeting at the Saratoga Town Hall to discuss an update of the Carbon County Multi-Hazard Mitigation Plan (MHMP) adopted in 2009.     Wyoming Highway Patrol (WHP) Trooper Dave Chatfield recently received Buster, a new K-9 dog trained for drug detection. Chatfield, who has lived in Saratoga for six years, is based out of the Elk Mountain WHP station as a K-9 unit along with his service dog. Chatfield has been with the WHP for almost 21 years.     At the Nov. 13 Encampment Town Council meeting, the first reading of a revised alcoholic beverages code was approved. The revisions are still in an early draft form, and have not been reviewed by legal counsel, according to Town Clerk Doreen Harvey.
