    A wreck about 18 miles north of Saratoga Monday looks like a game of "Pick Up Stix" after a tractor-trailer hauling lumber rolled on east side of Highway 130 because of strong winds.     A traditional piece of art owned by a retired Saratoga couple is now sitting on the lawn of the Albany County Courthouse. Bill and Carole Ward donated their large steel sculpture depicting four pronghorn, known as 'Movin' Out Pronghorns,' to the Albany County Courthouse lawn.
